Hey, Gaara was a Genin before being promoted to Kazekage. I think a Chuunin would have a better chance, and a genin made it under the same circumstances that they wanted Shinigami to become Kazekage (jinchuuriki).
The new Kazekage will be revealed at the end of 'shinigami's mission' before I post it in announcements etc.
